HIV Care and Treatment Program

The Ryan White Part B Care and Services Division provides access to HIV primary care and supporting services for Persons Living With HIV/AIDS.

The program funds at least one dedicated HIV Case Manager in each of the nine Public Health Districts. These social workers collaborate with Disease Intervention Specialists (DIS) to establish contact with persons newly diagnosed with HIV as soon as possible for needs assessment, evaluation, and referral to the AIDS Drug Assistance Program (ADAP), Early Intervention Services (EIS) and HIV Primary Health Care. For additional information, please contact 601-362-4879.

AIDS Drug Assistance Program

The Ryan White Part B Care and Services Division also provides assistance for eligible patients to receive life-saving HIV antiretroviral medications through the AIDS Drug Assistance program (ADAP). Enrolled individuals may designate an MSDH health clinic as the pick-up point for their medications and the MSDH State Pharmacy administers the distribution and replenishment of ADAP medications statewide using a system tracking for medications picked up by patients. ADAP clients receive medication compliance counseling at the time of initial pick-up, annually thereafter, and as a form of intervention when pick-up is episodic.

Early Intervention Services (EIS)

HIV Early Intervention Services (EIS) include HIV counseling and testing, counseling and education on living with HIV, appropriate medical evaluation and clinical care, and other essential services including linkage to HIV Primary Health Care. Free and confidential HIV testing is available at all county health departments. HIV testing and counseling is also available at Crossroads Clinic at the Jackson Medical Mall in Jackson, Crossroads Clinic South in McComb and Crossroads Clinic North in Greenville. For additional information on testing, call the AIDS toll-free hotline at 800-826-2961.

HIV Primary Health Care

HIV Primary Health Care services for qualified patients are available at Part B-funded Crossroads Clinics located in the cities of Jackson (District V), McComb (District VII), and Greenville Central (District III) and at the Adult Special Care Clinic (Sub-Grant arrangement with University of Mississippi Medical Center, recipient of RW Parts C and D funds) and University of Mississippi Medical Center Pediatrics Department (recipient of RW Part D funds). The Crossroads Clinic North in Greenville is funded through a Part B Sub-Grant agreement with Delta Regional Medical Center, also a Ryan White Part C recipient. Services for Mississippians living in DeSoto, Tunica, Tate, and Marshall Counties are also provided through the Memphis Ryan White Part A Program.

Core Health Services include:

  • Medical care (outpatient only)
  • Dental care
  • Mental health services
  • Medical nutrition therapy
  • Medical case management services
  • Substance abuse services (outpatient only)

Delta Region AIDS Education and Training Centers

The Ryan White Part B program also collaborates with the Delta Region AIDS Education and Training Centers in Alabama and Louisiana to provide relevant training, including motivational interviewing skills training, to MSDH Disease Intervention Specialists, HIV Social Workers, and HIV dedicated clinic staff to improve competency and performance improvement for linkage to care, medical treatment compliance, and long-term engagement in care by patients.

Housing Services

The Housing Opportunities for Persons with AIDS (HOPWA) Program provides stable housing for eligible clients of a short term nature as an effective model to enhance the ability of PLWHAs to comply with their treatment regimens and reduce the spread of infection. The income limit for eligibility is based on the Department of Housing and Urban Development (HUD) very low income guidelines for cost of living per county.
