I visited the OEC in Richland Friday 9/16/11 at 7 p.m. I have never been to a newly opened restaurant that was so filthy and unsanitary. I have a 10 year background as a GM of restaurants and I understand what clean and sanitary should be. I was there for 45 minutes so I had a lot of time to watch and even took a pictures of the trash in dining room. They hav 6 booths for seating and not once did I witness anyone even clean the old togo plates and trash off of tables, once people got up. I never could find any sanitary spray or towels that were used to clean the tables. The next customer wanting to sit at that booths would have to come in and seat themselves at at very unsanitary and filthy tables over and over. The trash receptable, located next to these booths, was so full that people were piling their trash on top of receptacle and on the floor next to it. Again, no one came out from Kitchen or behind counter to address this. The restroom was basically the same, trash everywhere and appeared to not have been cleaned or sanitized in hours. I looked everywhere in front of restaurant and could not find their Health Inspection posted or any kind of occupancy license. I understand this may all seem somewhat superficial, but the final straw was as I waited for my food and I walked around to stand in front of the counter to see into the kitchen area. DISASTER! the food that was being cooked from the grill was being placed into styrofoam togo containers that were stacked everywhere! On a cart, on the shelves, on the FLOOR next to cart. They would put food in a persons togo container on floor next to cart then pick it up and sit it on top of open containers with food in them on the cart. Therefore whatever was on bottom of togo plate on floor was now being set on food inside another open container.

I called the ofacility owner/mgr & discussed the complaint in detail with him. He stated that they had just opened their facility & that for a couple of nights they were a little slow in getting the tables cleaned off & in emptying the garbage can; but that the employees don't put food/containers on the floor. He stated that he would definitely discuss the complaint with them. I will do an inspection of the facility.
